CBIF develops solutions to improve the key components of the booking process.

The Central Intake & Booking Facility Committee (“CBIF”) was formed in 2005 to improve the booking process and eliminate problems causing delays.   CBIF addresses the key logistical, staffing, and scheduling issues to help streamline processing of intake and booking.  The following agencies are committed to improve the booking process at the Central Booking Intake Facility: the Judiciary; the Baltimore City State’s Attorney’s Office; the Office of the Public Defender; the Department of Public Safety; the Baltimore City Police Department; the Clerk’s Office and staff of the Baltimore City Coordinating Council.

The following subcommittees of this group were designed to identify current gaps, make recommendations for improvements and implement short and long-term solutions:

  • Warrant Subcommittee:  Its critical initiative is to develop a procedure for warrants to be served on individuals who go to the CBIF.  Issues have been identified with other jurisdictions contacting the Clerk's Office for True Test copies when warrants can not be located.
  • Mapping Subcommittee: This subcommittee created a detailed map of the booking process from start to finish; the resources and staff available at each stage of the process, and the time allotted for each part of the process.
  • Steering Subcommittee: This group provided the working committees with the authority to implement recommendations and evaluate performance measures to help assure better performance by agencies involved in the booking process.
