We help define and meet the need for alcohol and drug treatment and prevention.

       The Substance Abuse Committee investigates the challenges faced by individuals in the criminal justice system in need of substance abuse treatment and to facilitate improved services for the target population.  Members include the State's Attorney Office, Office of the Public Defender, Office of the Governor, Division of Parole and Probation, BSAS, Inc., Baltimore City Police Department, the Abell Foundation, and the staff of the CJCC.  Baltimore Substance Abuse Systems, Inc. (BSAS) is the designated substance abuse treatment and prevention authority for Baltimore City.

       Baltimore Substance Abuse Systems helps to define, prevent and reduce substance abuse and its adverse health and social consequences in the City of Baltimore.  It accomplishes this by insuring that Baltimore residents have access to high quality and comprehensive services proven to reduce substance abuse. In the future BSAS envisions a substance abuse system that serves as a national model for the development and implementation of high quality services that reduce alcohol and drug abuse. Presently, the publicly funded treatment system in Baltimore City consists of 40 treatment programs offering a continuum of treatment services.

       BSAS is responsible for helping provide services for Baltimore City residents; developing and implementing a comprehensive and integrated service system; managing state, federal and local grant finds available for alcohol and drug abuse services; and coordinating and monitoring the delivery of alcohol and drug abuse services provided by all grant funded programs. BSAS administers funding, monitors treatment programs, collects client demographic and treatment data, works in collaboration with other agencies to improve services, and plans for the development of new services.
